How to Estimate Delivery Effort and Cost from an RFP
How to estimate delivery effort and cost from an RFP after the gap list exists, without inventing a savings percentage for the bid.
Effort and cost estimates from an RFP are only as good as the requirement list and the gap list underneath them. This note is the sequence. It is not a rate card and it does not claim a percentage reduction.
Inputs that have to exist first
- A requirement count that a reviewer has sampled, not only a raw extraction total.
- Integrations and environments named in the RFP, counted once each.
- Gaps that need build, configuration, or a partner.
- A staffing assumption: who is already available before the submission date.
- A rate assumption your finance owner accepts. The public calculator asks you to type this. It does not look up a secret rate.
Steps
- Freeze the in-scope requirement list. Changes after that are a new version of the estimate.
- Separate compliant rows from gaps. Do not estimate build effort for rows you marked compliant.
- Estimate gaps in person-days with an owner. Use the effort estimator only as a first cross-check, and read its formula on that page.
- Convert days to cost with your rate. The response-effort calculator does a different job: it estimates hours of response work, not delivery build cost.
- Write the assumptions next to the number. An estimate without assumptions cannot be reviewed.
Example
Forty requirements are compliant from the current product. Six require a new interface. Estimate the six, not the forty. If the RFP also asks for a data migration whose volume is "to be confirmed," the cost is a range and the bid should say so. Inventing a single precise number is how margin disappears after award.
Limitations
BidosAI's commercial workspace can hold scenarios. It does not know your salary bands unless you enter them. Nothing on the public site is a customer-measured saving. The existing page how to estimate project delivery cost is the shorter definition. This guide is the pursuit sequence.

Frequently asked questions
Can the effort calculator promise a saving?
No. It multiplies the volumes and the reduction percentage you type. Those inputs are assumptions, not a measured result.
